The man who was fortunate enough to be in the area managed to save Bella. The woman had actually tied her to her leash, at the end of which she had tied a large boulder to pull her under the water.

The passer-by then took the dog to a specialized center for professional care. This is exactly where the vets were able to track down his mistress thanks to her microchip: Charlene Latham.

Latham was arrested and pleaded guilty. The woman also had to pay a hefty fine and was banned from keeping dogs for at least three years.

Bella has been accepted by the RSPCA Radcliffe Animal Center and is looking for a new home and loving family.

According to some analyzes by the Italian Association for the Protection of Animals and the Environment AIDAA, About 598,000 animals are killed and over 100,000 pets abandoned each year.

The abandonment of dogs and cats in particular is a widespread phenomenon, especially in summer when the owners of these animals go on vacation, but it also happens when the dogs or cats are too old or sick. But what does the law say about abandoning, killing or abusing animals?

According to Italian law, there are penalties for those who abandon, mistreat and kill animals

The relevant Italian legislation is clear. According to Article 544 bis of the Criminal Code, anyone who causes the death of an animal out of sheer cruelty is also punished imprisonment from four months to two years. On the other hand, anyone who causes suffering to an animal must expect a prison sentence of three to eighteen months or a fine of 5,000 to 30,000 euros.

For the abandonment of an animal, however, § 727 of the Criminal Code provides for a prison sentence of up to one year and a fine of 1,000 to 10,000 euros.

In early 2023, deputy Michela Vittoria Brambilla introduced hers New draft law will make the penalties even tougher against those who abuse, kill and abandon animals. Specifically, the deputy requests:

  • increasing the penalty for manslaughter from two to six years in prison instead of four months to two years;
  • A fine of between 5,000 and 50,000 euros is added to the penalty for killing;
  • increase the penalty for ill-treatment to imprisonment from one to five years instead of three to eighteen months;
  • A fine of up to €30,000 is added to the penalty for mistreatment.

Perhaps now is the right time to put an end to these terrible events.
