A commission of inquiry on Tuesday examined British hospitals where a murderer worked who raped dozens of women’s corpses in morgues between 2005 and 2020.
David Fuller, a 69-year-old Briton, was sentenced to life in prison in December 2021 for raping deceased women and for murdering two young women in 1987.
In December 2022 he was convicted again of further corpse rapes. He sexually abused at least 101 dead women. The youngest of his victims was nine years old and the oldest was 100 years old.
In the two hospitals in the south of England where he worked as an electrician, David Fuller worked primarily at night. As a result, he was often alone after staff members left, giving him easy access to the morgues and refrigerators where the bodies of the deceased were stored.
This affair sparked fear in the United Kingdom. The government launched an independent investigation two years ago to find out how the sixty-year-old could carry out such acts in public hospitals over such a long period of time without anyone noticing.
That investigation, whose initial conclusions were published on Tuesday, accused these hospitals of “serious failures in management and governance.”
The chairman of the investigative commission, Jonathan Michael, also criticized “a persistent lack of curiosity” in the hospitals.
All of these “failures” contributed “to the creation of an environment in which he (David Fuller) was able to commit crimes for 15 years without ever being suspected or caught in the act,” the “investigation’s conclusions” say.
People entering morgues were “poorly controlled.” This allowed the serial rapist to enter one of the morgues 444 times in one year, which went “unnoticed,” as the same source emphasizes.
The inquiry recommended the installation of surveillance cameras in morgues and mortuary refrigerators.
David Fuller was finally arrested in December 2020 after police used his DNA to identify him as a suspect in the 1987 murders of two young women in Tunbridge Wells, southeast England. He sexually assaulted and strangled her.
When investigators searched his apartment, they found a gigantic amount of pornographic images as well as video sequences in which he filmed himself during the attacks he carried out in the morgues.
