Russian plan to control Moldova by 2030

Moscow has developed a strategy to destabilize Moldova, bring it under its political control and alienate it from Western partners by 2030, according to an internal strategy document from Putin’s presidential administration seen by a media consortium including the Süddeutsche Zeitung and Yahoo News. The text, prepared in 2021, comes from the same Presidential Directorate for Cross-Border Cooperation, which prepared a similar strategy for Belarus. The ultimate goal by 2030 is the “creation of stable pro-Russian influence groups in Moldova’s political and economic elites”.

The strategy on Moldova, according to the source that leaked it, was drawn up in the fall of 2021 with the input of the Russian General Staff and Moscow’s main intelligence services: Fsb, Svr and Gru. The plan – like the one drafted for Belarus – is divided into three distinct areas subdivided: the political, military and defense sector; the humanitarian sector; and sectors of trade and economy. These sectors see concrete short-term (by 2022), medium-term (by 2025) and long-term (by 2030) goals.

The initiative for Moldova, the media write, focuses on “thwarting attempts by external actors (mainly the United States, the European Union, Turkey and Ukraine) to interfere in Moldova’s internal affairs in order to Strengthen Born’s influence and weaken positions
of the Russian Federation”. It provides for Moldova’s accession to the Eurasian Economic Union – Russia’s answer to the EU – and to the military alliance of the Collective Security Treaty Organization. The plan then provides for the “neutralization” of any measures taken by the Moldovan government expelling the Russian Military presence in Transnistria.

According to the document, Moscow also wants to “neutralize attempts to restrict the activities of Russian and pro-Russian media in Moldova”, “create a network of NGOs to promote the development of Russian-Moldovan relations” and expand opportunities for Moldovan students receive a Russian language education.
