According to an Indian source, Samant Goel, the head of India’s foreign intelligence service, was also present.

“The meeting is an important part of the international shadow agenda,” said a person familiar with the discussions. “Given the diversity of countries involved, this is a way to encourage a deeper understanding of intent and red lines,” the sources explain, “there is an unspoken code between intelligence agencies that can speak when formal diplomacy and openness are more difficult: it is a very important factor in times of tension and the Singapore event is helping to promote it.” All five sources asked not to be identified due to the sensitivity of the matter. A spokesman for Singapore’s Defense Ministry said that while attending the Shangri-La Dialogue, “participants, including senior intelligence officials, also take the opportunity to meet with their counterparts.”

On the frontlines of the Ukraine conflict, it is emphasized that the intelligence chiefs held an informal meeting on Thursday evening. No Russian representatives were present, a source quoted by Portal said. Ukrainian Deputy Defense Minister Volodymyr V. Havrylov, who was present at the Shangri-La dialogue, said he did not attend the intelligence meeting. Another source said the tone of the meeting was collaborative and cooperative, rather than confrontational. There are no details on the subject of the talks, but Russia’s war in Ukraine is just one of the items on the agenda. Among the issues discussed was cross-border crime, which requires a coordinated response from different countries’ intelligence and security services.
