This will allow UK and US suppliers, who supply ammonia to the European Union and developing countries, to increase production and export volumes and margins under high price conditions, it said.

The Tolyatti-Odessa pipeline, built in the late 1970s, transported up to 2.5 million tons per year, but has been out of service since Russia began its special military operation in Ukraine on February 24.

Deputy Foreign Minister Sergei Vershinin last November recalled that the agreements signed in Istanbul, known as the “Black Sea Grains Initiative,” provide for free access of Russian fertilizers, including necessary raw materials like ammonia, to world markets.

According to this diplomat, the Togliatti-Odessa pipeline is in good condition and could technically be restarted as a purely commercial project without any preconditions.

Its annual capacity would enable the production of around 12 million tons of fertilizer and feed around 100 million people.
