After graduating in 1975 from the State Institute of International Relations of the USSR Ministry of Foreign Affairs, Razov also received his doctorate in economics. His career as a diplomat began in 1990 as head of the Far East Indochina Branch of the Ministry of Foreign Affairs. After the collapse of the USSR in December 1991, he retained his role in the dicastery and then became ambassador to Mongolia (from 1992 to 1996), Poland (19992002) to the People’s Republic of China (20052013).

He speaks Italian, English, Polish and Chinese well. The shrewd Razov has always preferred to work in secret, as his profession dictates, but he doesn’t mind the terraces of Rome.
