A rare meeting dedicated to agriculture comes amid outside assessments of a food crisis in North Korea.

North Korean leader Kim Jong Un has launched a ruling party meeting to discuss agricultural improvements amid external assessments of a deepening food crisis in the isolated country, state media said.

Kim on Sunday oversaw the seventh expanded plenary session of the 8th Central Committee of the Workers’ Party of Korea, which reviewed rural development projects, state news agency KCNA reported.

KCNA said the ongoing meeting will determine “immediate, important” tasks on agricultural issues and “urgent tasks that arise in the current stage of national economic development.”

KNCA did not say if Kim spoke during the meeting or how long it would last. High-ranking officials such as Premier Kim Tok Hun and Jo Yong Won, one of Kim’s closest associates who handles the Central Committee’s organizational affairs, were also present.

The meeting is the party’s first plenary session convened solely to discuss agriculture.

Announcing the February meeting, KCNA said it is “a very important and urgent task to establish the right strategy for agricultural development.”

It comes as the South Korean government said its assessments indicated the food situation in North Korea appears to have been deteriorating.

Officials in Seoul pointed to the meeting as a de facto admission of serious shortages. Last month, the United States-based program 38 North, which monitors North Korea, also said in a report that “food availability has likely fallen below the absolute minimum relative to human needs,” with food insecurity at its worst since the famines of is the 1990s.

Experts say the current food shortages were likely triggered by poor harvests amid extreme weather conditions and exacerbated by lockdowns and a sharp drop in trade with China due to border closures during the COVID-19 pandemic.

North Korea is also subject to severe international sanctions over its banned nuclear and ballistic missile programs.

Last year, the country’s grain production was estimated at 4.5 million tons, down 3.8 percent from 2020, according to South Korean government estimates. According to previous South Korean data, North Korea is estimated to have produced between 4.4 and 4.8 million tons of grain per year between 2012 and 2021.

North Korea needs about 5.5 million tons of grain to feed its 25 million people annually, so this year is about 1 million tons short. In the past, half of such a gap was usually filled by unofficial grain purchases from China, while the rest remained as an unsolved shortage, according to Kwon Tae-jin, a senior economist at the private GS&J institute in South Korea.

According to Kwon, trade restrictions due to the pandemic have likely hampered such unofficial rice purchases.

Efforts by North Korean authorities to tighten controls and restrict market activities have also worsened the situation, he said.

It’s unclear what actions North Korea will take to quickly address its food problems.

The country’s official newspaper last week called for economic self-reliance, arguing that depending on outside help to cope with the food situation is like ingesting “poisoned candy”.

Some experts say Pyongyang will use this week’s plenary session to bolster public support for Kim during his confrontations with the US and its allies over his nuclear ambitions.

US West Texas Intermediate (WTI) crude futures traded at $76.09 a barrel, down 23 cents, or 0.3%, while Brent crude futures were down 30 cents, or 0.36%, at $82.86 per barrel fell at 04:11 GMT.

Both benchmarks closed more than 90 cents higher on Friday.

The dollar hovered near a seven-week high on Monday after a string of strong US economic data reinforced views that the Federal Reserve will need to keep raising interest rates for longer.

A firmer dollar makes US currency traded commodities more expensive for holders of other currencies.

“Crude oil continues to follow sentiment in broader financial markets,” said Vandana Hari, founder of oil market analytics provider Vanda Insights.

Fears of a hawkish Fed came to the fore on Friday after the personal consumption expenditure (PCE) index shot up 0.6% last month after rising 0.2% in December.

“If risk aversion continues to grow, crude oil is likely to come under renewed pressure,” Hari said.

Adding to the downward pressure, U.S. crude inventories surged last week to their highest level since May 2021, data from the Energy Information Administration (EIA) showed.

“The EIA data continues to raise more questions rather than bringing clarity to the markets,” analysts at consultancy Energy Aspects said in a note, citing the strong supply adjustment in the data that contributed to the build.

On the supply side, Russia plans to cut oil exports from its western ports by as much as 25% in March from February, beating previously announced 5% cuts in its production later in the month.

Oil prices have fallen about a sixth in the year since February 24, 2022, when Russian troops first invaded Ukraine.

Russia halted oil supplies to Poland via the Druzhba pipeline, CEO of Polish refinery PKN Orlen (PKN.WA) said on Saturday, a day after Poland delivered its first Leopard tanks to Ukraine.

Two weeks after the invasion, prices rose to a record high of nearly $128 a barrel on supply concerns, but have since cooled on fears of a global economic slowdown.

Regardless, investors are braced for China’s manufacturing surveys this week for a clear direction on oil demand. China holds its annual parliamentary session this weekend and will see new economic policy targets and measures.

“We expect the government to reiterate the priority of supporting growth and call for more policy support,” said Ning Zhang, senior China economist at UBS Investment Bank, in a statement.

He was also remarkably long-lived, playing twice in all 162 games and just once in less than 150 games, excluding the 2020 season shortened by the pandemic. “Pension reform is essential when we compare ourselves in Europe,” President Emmanuel Macron said at the end of January. But is it really relevant to draw a parallel between the UK’s New State Pension, which is heavily capitalized, and France, which favors the pay-as-you-go system? Different pension systems, more or less capitalization, differences in legal retirement age, real age or pension amounts: the differences from one country to another are so great that it becomes risky to use only one element to compare countries.

A pay-as-you-go model or not

At the core of the idea of ​​the pay-as-you-go pension system is the idea that working people contribute to previous generations. Conversely, capitalization means paying only for yourself (or your business) and getting your nest egg when you retire.

All European countries have a pay-as-you-go pension system…mixed with capitalization to varying degrees. In the UK and the Netherlands, amounts managed by pension funds or private pension funds account for more than half of total pension expenditure.

The only exception to the breakthrough in capitalization, France operates entirely on a pay-as-you-go basis for both the basic and supplementary schemes – which of course doesn’t prevent you from building your own savings for your retirement. Another difference: in the UK and the Netherlands there is a flat rate, a minimum amount that is paid to pensioners regardless of their salary level. Although this mechanism is in principle highly redistributive, the flat rate is relatively low compared to the standard of living: it was equivalent to 830 euros for a British pensioner and 1,300 euros for a Dutch person. In all other countries that base the compulsory system on wages, pension levels vary enormously: from a third of old wages in the Baltic countries to 90% in Hungary or Portugal.
