Chaotic farewell to SAAQ after months of paralysis

Technical problems, slowdowns, web glitches… not to mention the sometimes two-hour queues… the resumption of online services by the Société de l’assurance automobile du Québec (SAAQ) after a month of paralysis is often done in mess monday

From the first minutes of the brand new website going online on Monday, a spokesperson for SAAQ confirmed to the Journal that we had “minor technical hiccups”.

Some time later, the SAAQ stated that their website was working, but the platform was “not immune to certain slowdowns”.

“As with any new system, expect a dip, but we’re evolving! ‘ said Transport Minister Geneviève Guilbault on social media.

hours of waiting

On Monday morning outside a SAAQ office in Longueuil, there was a long wait for Robert Carlson, who came to do a file.

“I’ve been here for an hour,” the man denounced to the Journal, standing outside.

“It’s long, long, long,” he added, saying he’s still happy to see people being offered coffee.

  • Listen to Yasmine Abdelfadel’s interview with Dave Leclerc, Vice President of Marketing and Road Safety Strategies and Employee Experience QUB radio :

From an office a few kilometers away, customers often left with tense faces, disappointed that they could not clean up their files that had been waiting for several weeks. Some even said they waited more than two hours.

“I made an appointment by phone. I came here to find out my name wasn’t in the system,” sighed Albert Pierre Lomanga, factory worker met in another office on Montreal’s south coast.

“It’s a big mess. They have to organize their system,” he lamented.

Better in Quebec

While the wait was endless on the South Shore, the situation in Quebec was better.

Patience continued as SAAQ customers had to take time off work to renew their driver’s license in person, despite the launch of new online services.

“My license renewal deadline is today. I didn’t risk it. I came in person. I took this morning off and am working this afternoon. It needs to be repaired there. I work on the go. If I don’t have a permit, things don’t go well,” said Elsie Kirouac.

Trump visits Ohio train wreck but no sign of Pete Buttigieg

Transportation Secretary Pete Buttigieg is under more pressure this week over the Ohio train disaster. Former President Donald Trump is due to visit the state on Wednesday while the GOP is demanding that Buttigieg resign or be charged in the train derailment.

Ohio GOP Rep. Warren Davidson challenged Buttigieg on Friday to be accused In addition, a train derailment spewed toxic chemicals, prompting local residents to complain of headaches and other symptoms.

‘I hope [Buttigieg] resigns, and if not, there is a long list of impeachment criteria. I never thought we would see a point where we would have to impeach a Minister for Transport, but Daggone, how many mistakes have to happen under his watch before we name it? he told the conservative newspaper Real America’s Voice.

Republican Sen. Marco Rubio of Florida is among those who have called on Buttigieg to resign amid complaints about the pace of federal funding. Under fire, the Biden administration organized a briefing Friday to defend the response but did not allow officials to comment on the files.

Transport Sec. Pete Buttigieg is under fire for failing to visit East Palestine, Ohio, after a train derailment led to the release of toxic chemicals

EPA Administrator Michael Regan was on the scene at the Ohio-Pennsylvania border last week, 13 days after a train from Norfolk Southern went off the track on February 3. Ohio Governor Mike DeWine issued an evacuation order on February 5.

Buttigieg has called for higher maximum penalties for railroad safety violations but has yet to pay a visit to the small town still reeling from the aftermath of toxic chemical infiltration into the air, soil and water.

While the Environmental Protection Agency has declared the water safe to drink, local residents fear contamination and possible long-term effects on themselves and their children.

But Buttigieg’s absence has drawn press questions at administrative meetings and consternation in Congress. Sources say he doesn’t want to distract from a “multi-institutional” recovery effort – but there has been no official explanation other than tweets and letters about the general response as to why he has refused to go.

In his own blast, Trump brought up Friday’s announcement that FEMA would finally be sending a team.

“Biden and FEMA said they would not send federal aid to East Palestine. As soon as I announced I was leaving, he announced a team was going,” Trump wrote on his outlet, Truth Social, commending the decision. “I hope he’s there too. That’s good news because we got them to “move”. The people of East Palestine need help. See you on Wednesday!’

Democratic West Virginia Senator Senator Joe Manchin was among those who said he wanted to see top officials on the ground sooner.

“It has been 13 days since a train from Norfolk Southern derailed, causing a dangerous chemical fire and forcing residents to evacuate,” Manchin, whose state also has a border near the site of the spill, said in a statement.

“While I’m glad EPA Administrator Regan will be visiting the site today, it’s unacceptable that it took nearly two weeks for a senior administration official to show up,” he said.

“Don’t forget these people. We need to keep pushing,” Ohio Senator JD Vance said in a post about the area

Ohio GOP Sen. JD Vance posted videos of the local area on Twitter, including one of a local creek. “There are dead worms and dead fish everywhere in this water,” he says. He then scrapes the bottom of the creek with a stick to reveal chemicals that bubble up to the surface.

For his part, Buttigieg on Sunday urged the CEO of Norfolk Southern to live up to his commitments.

“Norfolk Southern must live up to its obligation to keep its residents healthy — and must also live up to its obligation to do whatever it takes to endanger communities like eastern Palestine,” he wrote.

“The arithmetic suggests Norfolk Southern can remain extremely profitable while maintaining a higher standard of safety regulations.” he added.

‘This is the right time for Norfolk Southern to take a leadership position within the rail industry and shift to an attitude focused on supporting, not frustrating, efforts to raise the standard of US rail safety regulations.’

Buttigieg is a former presidential candidate and former Indiana mayor who has officially moved to Michigan and was the top Democratic pick from New Hampshire in a state poll last month.

“I think it’s important to recognize that this was a serious accident and those of us in leadership positions wanted … and needed … our emergency response personnel to be able to devote their full attention and efforts to managing the accident,” said an administration official at the Meeting on Friday and defended the answer.

“Although this horrific situation has garnered a lot of attention, there are approximately 1,000 incidents of train derailments each year,” Buttigieg told Yahoo Finance in a comment last week, citing data from the Federal Railroad Administration. “Obviously they have degrees of severity,” he added.

Donald Trump Jr. announced his father’s trip on Twitter Thursday night, making it clear that the former president would use the trip to lash out at the Biden administration.

“When our ‘leaders’ are too afraid to actually lead, real leaders will step up and fill the void,” he wrote.

Can Nigerias Peter Obi carry his newfound momentum into the

Can Nigeria’s Peter Obi carry his newfound momentum into the presidency? – FRANCE 24 English

Promising a different approach, Obi hopes to defeat the traditional parties’ two favorites and political heavyweights: Atiku Aboubakar of the People’s Democratic Party (PDP) and Bola Tinubu of the All Progressives Congress (APC).

With speeches hailed as fresh and unifying – but slammed as populist by his detractors – the 61-year-old businessman has captured the attention of Nigeria’s young population, 60 percent of whom are under the age of 25.

“The current government is in a bad situation and many young people see it that people like Abubakar and Tinubu are part of the problem,” said Dele Babalola, Nigeria expert at Canterbury Christ Church University in Kent. “Obe is 61, but he’s the youngest of the candidates [the other two being in their 70s] and a fresh face.”

‘obedient’

Over the course of the five-month presidential campaign, Obi has gone from being a minor curiosity to a credible candidate, with tremendous social media support among Nigeria’s youth elevating his standing. Obi has also been endorsed by prominent Nigerian figures such as ex-President Olusegun Obasanjo and acclaimed writer Chimamanda Ngozi Adichie.

As Nigeria navigates an economic slump and a difficult security environment, Obi’s supporters (nicknamed “Obidients”) see him as an antidote to a political class they accuse of corruption and bad governance.

In this context, Obi has cultivated an image as one of integrity and prudence. “I have two children, they are graduates, they have never taken part in public life. I have a son who will be 29, 30 soon, he doesn’t own a car because he has to buy his own car, not me,” Obi said in a speech last year to applause from his supporters.

Obi’s candidacy first surfaced in October 2020 as Nigeria witnessed the #EndSARS protest movement – which saw young protesters demanding the disbandment of the SARS police force they accused of violence and benefiting from total immunity, a movement Obi broadly supported.

The #EndSARS movement then went further, denouncing corruption and economic inequality. These are burning issues in a country where oil revenues lavishly reward a small fraction of Nigerians, while almost half the population lives below the poverty line, according to the World Bank.

A Nigerian Macron?

Born to Christian parents of the Igbo ethnic group – Nigeria’s third largest – Obi has a background typical of the country’s business elite: studies at Lagos, Harvard and the London School of Economics, followed by a business career with several Nigerian leadership positions in Nigeria banks.

As an ex-banker looking to break out of the old bipartisan system and reinvigorate his country with a technocratic style of politics, Obi has drawn comparisons to French President Emmanuel Macron – who described himself as “neither left nor right” and swept his own political party traditional vehicles of social democracy and conservatism aside when he seized the Élysée Palace and then won an overwhelming parliamentary majority in 2017.

Obi became leader of the Nigerian Labor Party last year. Unlike the established British party of the same name, it is a rather marginal party – without much political machinery at the national level and without governors with power bases in the Nigerian provinces.

But “comparing Obi to Macron is a mistake,” said Ladipo Adamolekun, a Nigerian public administration expert and Francophile. “Macron has his En Marche! Party when France’s traditional parties were already in decline – that’s not the case with Obi.”

And unlike Macron – whose only political experience when he ran for the Élysée was a brief stint as François Hollande’s economy minister – Obi is far from a political neophyte.

Obi served as governor of Anambra, a southern Nigerian state, from 2006 to 2014 before running as the PDP’s vice-presidential candidate in the last presidential election in 2019. He has changed his political affiliation four times since 2022, prompting accusations of opportunism.

Obi’s critics also question his probity as he was mentioned in the Pandora Papers in 2021. However, his supporters say he has proven his integrity with effective leadership of Anambra during his eight-year tenure there, which ended with huge savings in the state coffers – a compelling argument in a debt-ridden economy.

Igbo vote ‘will not be enough’

But with all the hype about Obi, many analysts doubt that he can bring about a victory – despite strong poll numbers.

“In fact, many of the young people who have created all this social media hype live abroad and cannot vote in Nigeria,” Babalola said. “In terms of surveys, the figures in Africa are not as reliable as in Europe,” he added.

Then there is the classic phenomenon of low turnout among young voters – which could be amplified in Nigeria, which tends to have low turnout overall, with just 33 percent voting in the 2019 presidential election.

Finally, analysts doubt Obi can overcome the issues of ethnicity, religion and regional identity, all of which tend to be crucial factors in Nigerian voters’ elections. “The Igbo vote will not be enough for Obi to win,” Babalola insisted, while emphasizing the importance of winning votes in the predominantly Muslim north.

Whoever wins at the ballot box faces enormous challenges. Nigeria’s economy is Africa’s largest but is plagued by inflation exceeding 20 percent, fuel shortages, a lack of cash during the untimely introduction of new banknotes and an energy crisis causing frequent power outages.

Public finances are in bad shape with debt service eating up 41 percent of public spending in 2022. Moody’s downgrade of the country’s sovereign ratings in late January is unlikely to help matters.

“As things stand, I doubt that the new president will be able to establish good governance,” said Adamolekun, who advocates a “more decentralized federal system” to replace the current political structures.

“The new president will have to accept that the current political system is not conducive to effective governance,” Adamolekun said. “The 1999 constitution was too centralized, especially when it came to the police, and that’s a big factor in Nigeria’s security problems.”

Indeed, President Muhammadu Buhari’s last term in office was marked by a significant deterioration in Nigeria’s security situation, fueled by inter-ethnic conflict, criminal gang activity and jihadism. According to the United Nations, jihadist violence has killed more than 40,000 people in northeastern Nigeria since 2009 and displaced around 2.2 million.

Regardless of whether Obi pulls off all-powerful political turmoil, Nigeria’s new president will find plenty of challenges in his inbox.

India invokes coal fired power plant maximum energy output law

India invokes coal-fired power plant maximum energy output law

By Charles Kennedy – February 20, 2023 12:00 p.m. CST

  • India relied on a law that requires maximum output from power plants fueled by imported coal.
  • From March 16 to June 15, all power plants must run at maximum capacity and sell to buyers on the exchange.
  • India expects record power consumption this summer with peak demand in April of 229 gigawatts.

As India prepares for massive power consumption in the second quarter, the government will implement an emergency law requiring maximum output from power plants fueled by imported coal, Portal reports, citing India’s energy ministry.

The emergency law reflects a situation where power plants that run on more expensive imported coal are struggling to compete cost-effectively with power plants that can run on cheaper domestic coal.

From March 16 to June 15, all power plants must run at maximum capacity and sell to buyers on the exchange regardless of their coal sources or coal prices, Portal quoted an internal ministry memo as saying.

India expects record power consumption this summer with peak demand in April of 229 gigawatts.

India still relies on coal for about 70% of its electricity generation.

Those power plants that import higher-priced coal have been hit by even higher prices since the EU banned Russian coal imports last August, causing global coal prices to spike.

The Indian government projects that coal-fired power plants will consume 8% more coal in the next fiscal year between March 2023 and March 2024 as demand continues to increase due to growing economic activity and unpredictable weather.

Late last year, India’s coal minister said the country has no intention of phasing coal out of its energy mix anytime soon, with coal minister Pralhad Joshi predicting that fossil fuel will continue to play a major role in India until at least 2040.

The invocation of the Emergency Act comes at a difficult time for the Adani Group, the giant Indian conglomerate that controls coal mines, ports and other industries in India, whose shares have fallen sharply amid a short seller report alleging fraud and manipulation.

Halle Berry cuddles her big, fluffy dogs in adorable snap, celebrating love day for her pet

Halle Berry is celebrating National Love Your Pet Day in a big way.

The Catwoman star, 56, shared a precious snap of herself with her two big, fluffy Labradoodles, Jackson and Roman, on Instagram.

The X-Men actress – who recently posted a video of herself face planting at a charity event – wore an oatmeal-colored sweater that matched her puppies’ fur perfectly as she lay next to them on a light-colored couch.

She captioned the snap, “I heard it’s a LOVE YOUR PET DAY! Love my boys so much!’ And followed him with two heart emojis.

Jackson and Roman appear completely unfazed by the Oscar winner’s affection.

In 2017, Halle shared a photo of Jackson on Facebook, captioning it with a sentiment all dog lovers understand: “Everyone thinks they have the best dog and none of us are wrong! #livinglikejackson’.

The John Wick star’s sweet tribute to her dogs comes about a week after she shared a hilarious video on Instagram of her doing a “face plant” while walking towards the podium at a charity event.

She poked fun at herself for a good cause when she shared a video with her 8.1million followers of taking a big fall to promote Looking Beyond LA.

‘Sometimes you blow your ass!’ the mother of Nahla, 14, and Maceo, nine, captioned their post.

‘What happened was… My dear friend @shillahekmatpiano invited me to speak at her charity event celebrating a wonderful organization called @lookingbeyondla that raises money for special needs children…then this happened!!!

She laughed into her hands as the room roared with applause, leading her to say, “Ok, if I see this on the internet, Van is coming for you,” referring to her boyfriend, Van Hunt.

Halle rocked her edgy blonde hairdo and looked stunning in a black Zuhair Murad suit embellished with metal studs.

Halle’s stylist Lindsay Flores commented on her falling video: “When this magical woman FALLS…. She REALLY gets THE F••K BACK UP!!!!!!!!

Halle’s friend Shilla Hekmat – who co-chaired the lunch – also posted a few group photos from the event, writing a touching tribute to Berry in the caption.

“I am so grateful to my dear friend Halle Berry @halleberry who truly is one in a million. We were thrilled that she presented our 2023 Soaring Spirit Award…’

‘Thank you sweet friend for having me!’ replied Berry. “What a wonderful event and a wonderful occasion. BRAVO to all of you!’

XFLs challenge anything rule could have minimized James Bradberry Super Bowl

XFL’s challenge-anything rule could have minimized James Bradberry Super Bowl controversy

The XFL introduced an unprecedented rule that allows a head coach to challenge anything they choose to challenge, once per game.

After the first weekend of XFL 3.0, MDS brought up an interesting point about this challenge process tweak.

If the NFL had had that rule — and if Eagles coach Nick Sirianni hadn’t previously used the challenge during Super Bowl LVII — he could have thrown the flag after cornerback James Bradberry was called out on a defensive hold late in the fourth quarter. The visual evidence would then have shown that the call was correct, the decision would have stood, the Eagles would have lost a timeout, and the call controversy would have been less spirited.

Sure, some would have complained that the officials didn’t call similar fouls throughout the game. (I’m still waiting for someone to send clips of instances of unannounced defensive holds with obvious jersey pulls by the defender.) But Sirianni’s ability to challenge the game and decision when reviewing that the call was correct would have done the vitriol minimized.

Of course, that would have led to more people complaining about the miserable playing conditions.

Regardless, having the ability to challenge anything is valuable. It’s the ultimate emergency break glass option that could have a major impact on a game, season and/or championship.

Bernard Henri Lévy: “There is only a real risk of a third world war if Putin wins”

Bernard-Henri Levy. Fabien Clairefond

MAJOR MAINTENANCE – Slava Ukraini (“Long live Ukraine”), is the title of the second combat film that the philosopher dedicates to the conflict that has been rocking international relations since February 24, 2022. Bernard-Henri Lévy tells us about his year of shooting at the front. And creates his geopolitical analysis of the conflict.

On February 24, 2022, Russian troops invaded Ukraine on the orders of Vladimir Putin. Since then, Kiev’s military resistance has frustrated Russia’s imperial goals. A year after the conflict began, we gave the floor to professionals, but also to philosophers, historians and writers, to shed light on this war that changed the world in their own way.

On February 9, 2014, during the Maidan revolution, Bernard-Henri Lévy addressed the crowd in Kiev Square to glorify Europe and condemn Vladimir Putin. Today, a year after Russian troops invaded Ukraine, BHL stops and signs. He analyzes the Russian-Ukrainian conflict as a war between western democracies and the new empires, of which Russia is the vanguard. In his opinion, if Putin is not defeated militarily, all of Europe will be threatened tomorrow.
