The siege is tightening as investigations continue into Commission agents Alberto Luceño and Luis Medina, who are accused of concocting an alleged multi-million dollar scam against Madrid City Council selling hygiene items during the worst of the pandemic. The National Police have concluded that Luceño was behind the documents and emails sent to the judge on behalf of San Chin Choon, the Malaysian businessman who allegedly supplied them with the defective product that ended up in the consistory . In a detailed report, the agents refer directly to the partner of the brother of the Duke of Feria and attribute maneuvers to deceive the magistrate Adolfo Carretero: “Luceño asks Choon to send the authorities an affidavit, the content of which absolves the suspect of any guilt . “
As EL PAÍS advanced, the anti-corruption prosecutor suspected that Luceño was behind the communications that reached the Court of Instruction 47 in Madrid and saved the two defendants. Some concerns, which were also expressed by Magistrate Carretero and which are now being confirmed by the police investigation. Investigators have looked into the huge paperwork and communications seized from the commission agent after he registered his company and address. And the conclusion is blunt: he treats Choon as he pleases. “He leaves none of the actions at his free disposal [Choon] has to evolve in relation to the matter at hand and will tell you at all times how and when to act,” said a March 10 report, to which this newspaper had access and was pushed by ABC.

According to police, Luceño is allied with Choon through an intermediary (Chan Beng Kay, aka Anthony) “to combine versions” because “he knows he’s under investigation.” “Using Anthony, who would be the reason for communication with Choon due to the existing language barrier, it could be concluded that Luceño provides the necessary instructions and guidelines and closely controls the actions of the Malays who visit San Chin Choon to all requests received,” the police document highlights.
The agents stress that Luceño was “convinced” that the case would be closed “if Choon’s responses and the documentation he provided” “are consistent and coherent with what was said by both him and Luis Medina.” “. For this reason, according to the report, the commission agent “is developing a strategy” to implement his plans, which “will vary depending on the circumstances”. In this line he provides his interlocutors with the “answers” to possible questions they might ask him; calls on Choon to ‘transmit an affidavit to the Spanish authorities’ ‘absolving them of any liability’; and “orders” him to send his version to the court.

“He spends a lot of time and communication to ensure that this affidavit was made on his own initiative by a Malay and without any interference or collusion on the part of Luceño,” add the researchers, who emphasize that Medina’s partner “wants to hide that the answers or manifestations of the Choon were elaborated and articulated by Luceño himself”. Judge holds Medina and Luceño charged with aggravated fraud, money laundering and forgery of documents – the former is also accused of confiscation of assets; and second, tax fraud. Prosecutors denounce that the two businessmen raked in almost six million euros by deceiving the city council with three operations to buy masks, gloves and tests during the first phase of the pandemic. “Luceño, in complete collusion with Medina, fraudulently and for profit, hid from the City Council that the price of masks had increased by 60%, that of gloves by 81% and that of tests by 71%, as a result of the commissions they had given had,” the magistrate argued in a resolution. In his final testimony before the judge, Luceño chose not to testify and remained silent.
