(Montreal) The one who stole the spotlight in Quebec during the first two years of the COVID-19 pandemic, Doctor Horacio Arruda, has been reappointed as deputy minister at the Ministry of Health and Social Services (MSSS).

The Council of Ministers announced his appointment in a press release on Wednesday evening without further details.

dr Arruda has led public health operations since his appointment by then-Health Minister Yves Bolduc in the summer of 2012.

However, the one Quebecers knew as the national director of public health submitted his resignation to Prime Minister François Legault in January 2022, who accepted it just as hospitalizations in the province due to COVID were at their peak. -19

Several people had Dr. Arruda sharply criticized for his controversial recommendation of a curfew as part of the health measures. Others had questioned his abilities after he commented on the use of rapid tests or even wearing a mask that gives a false sense of security.

Mr. Arruda is therefore returning to his position as Deputy Minister at the MSSS, a year and a half after his departure.

His successor as director of public health, Doctor Luc Boileau, combined the two functions.
