With the announcement of a special bonus of 800 euros, officials in France receive a boost in purchasing power. This increase comes in response to union calls for inadequate wages.

The state has been busy responding to local government and union demands. The index point, a key element in calculating compensation, has been increased by 1.5%. This increase leads to a direct increase in the gross monthly salary of civil servants. The state does not stop there, however, but also introduces a bonus that is intended to improve purchasing power.

Distribution of Benefits: Focus on teachers
Teachers, an important sector in the public service, are not left out. This working population benefits from an additional amount via the teachers’ pact, so that the bonus amounts to between 500 and 900 euros for primary school teachers and up to 1000 euros for secondary school teachers.
High officials: between salary increases and dismantling of the oligarchy
Led by President Macron, bold steps have been taken to reform the ENA (National School of Administration) and the Grands Corps, which are seen as symbols of an oligarchy within the state. These moves, met with criticism and skepticism, do not appear to have diminished the benefits of senior officials. On the contrary, at the beginning of 2023, high-level individuals saw their salaries rise by almost 25% staggeringly.
Influence of categories and distribution criteria
Civil servants are divided into categories, each with diploma and responsibilities requirements. Category A includes management, managerial, and design positions that require at least a bachelor’s +3. Category B is intended for middle management and writing occupations and is accessible with a bachelor’s degree. Category C includes management positions without a degree requirement.
These categories and the gross monthly salary are taken into account when the bonus is distributed, with preference being given to those whose income does not exceed EUR 3,250. The bonus is granted without any special procedures at different times depending on the local authority to which the civil servant belongs.
An expected improvement
This double move of salary increase and bonus allocation, carried out by the state, is a positive response to the demands of the unions and local authorities. In short, these measures reflect a desire to promote the work of civil servants while improving their purchasing power. However, only the effective implementation and the concrete impact on the living conditions of officials will make it possible to measure the extent of this progress.
