The government of Quebec has just published a new environmental decree that gives the city of Quebec the possibility, under certain conditions, to realize the eastern part of the tramway between the Saint-Roch and D’Estimauville junctions.
This very technical decree was published in the Official Journal on Wednesday.
It complements a series of decrees (including an environmental decree) issued on April 6, 2022 following a power struggle between the Legault government and the Marchand government at the time.
The document, released on Wednesday, sets five conditions for the municipality.
These conditions are essentially related to the permissible noise level and the noise abatement measures to be taken when the tram is introduced.
sound environment
“If the monitoring results for the first year of operation between 7:00 p.m. and 7:00 a.m. reveal a sound environment that exceeds these criteria, the City of Quebec must develop and implement a renovation program aimed at improving the acoustic insulation of the facades and comfort. ‘ the inhabitant. This program must be offered at least to the owners of private residential buildings or apartment buildings.
Miriam Bard-Dumont, spokeswoman for the tram project office, said it was “another step that has been taken for the tram project”.
According to her, “the project office has reviewed the conditions set out in this decree and will take the necessary measures to ensure that they are met.” In addition, from the beginning of the project, great importance was attached to the harmonious integration of the tramway into the city of Quebec .”
Bruno Marchand, Mayor of Quebec, has to respond to the issuance of this decree in an impromptu press statement on Wednesday afternoon.
In all likelihood, he should also confirm that the business case for the streetcar mega-project has been presented to the Quebec government.
