The FIFA Disciplinary Committee has opened disciplinary proceedings against Luis Rubiales for Jennifer Hermoso’s non-consensual kiss and his obscene behavior in the authorities’ box during celebrations of Spain’s victory at the Women’s World Cup. FIFA has informed the President of the Spanish Football Federation that disciplinary proceedings have been opened against him as a result of what happened during the FIFA Women’s World Cup final. The facts could constitute violations of Articles 13.1 and 13.2 of the FIFA Disciplinary Code.
As the organizer of the Women’s World Cup, FIFA has looked into the matter extensively. The sanction can range from a fine to disqualification. FIFA’s appearance is a major setback for Luis Rubiales, who was already in a precarious position amid government pressure to resign.
The FIFA Disciplinary Committee will not release any further information regarding this disciplinary proceeding until a final decision on it has been made. FIFA reaffirms its absolute commitment to respecting the integrity of all people and therefore strongly condemns any behavior to the contrary.
