Third BEI intervention in 6 months in Quebec City

The Bureau of Independent Investigations (BEI) has opened a new file in Quebec related to the August 23 events. This is the third time an intervention by Quebec police has resulted in the death of a person.

According to the BEI website, the process under investigation took place early in the morning around 6 a.m. The Service de Police de la Ville de Québec (SPVQ) tactical intervention group would have gone to the home of a person suspected of a crime.

The suspect was ultimately not on site, but another person living in the apartment is said to have thrown an ax at the police.

That person would then have decided to cooperate with the police before being handcuffed. She would then have “difficulty breathing and would have gone into cardiac arrest,” according to the summary of the BEI.

While waiting for paramedics to arrive at the scene, police attempted resuscitation. The handcuffed person was taken to the hospital, where her death was pronounced.

Five BEI investigators were assigned to investigate the circumstances surrounding the intervention. The circumstances of the incident required the support services of a police force, namely the Sûreté du Québec,” the BEI explains in its summary of the events.

The Sûreté du Québec was then entrusted with a parallel criminal investigation into the events leading up to the police intervention.
