Negotiations are ongoing
The hospital explosion could delay or even change the scenario for the Council’s deliberation in October on the draft resolution that Brazil, which is currently coordinating the work while it holds the provisional presidency, may delay or even change the scenario in October.

Russia said it had “doubts” about the feasibility of adopting the text prepared by Brazil, which needed to be “more balanced.” Moscow officially demanded changes with additional paragraphs.
However, the Russians said they see no problem with openly mentioning Hamas in the Brazilian text, as the Western bloc demands. The draft proposed by Brazil has been subject to adjustments compared to its original version, which may take place pending the vote in the plenary session of the Council.
