The draft, the content of which was coordinated by Brazilian diplomacy, would be the UN body’s first formal statement in the face of the new conflict in the Middle East.

The document called for condemnation of Hamas’ terrorist attacks and, without mentioning Israel, called for an end to the blockade of Gaza.

The proposal was divided into 11 points, which asked:

The strong condemnation of “all violence and hostility against civilians and all acts of terrorism”;

The “unequivocal condemnation of Hamas’s heinous terrorist attacks carried out in Israel from October 7, 2023 and the taking of civilians hostage”;

Without naming names, the “immediate and unconditional release of all civilian hostages and their safety, welfare and humane treatment in accordance with international law”;

That all sides fully comply with their obligations under international law, including those relating to human and humanitarian rights, the protection of civilians and humanitarian workers, and the provision of humanitarian assistance to those in need.

The continued provision of essential goods and services to civilians, “including electricity, water, fuel, food and medical supplies,” to ensure that civilians do not go without essential goods;

The lifting of the evacuation order for civilians and UN personnel for areas north of Gaza;

Blocking humanitarian access and promoting the reestablishment of humanitarian corridors and other humanitarian assistance initiatives to support civilians.

Stressing the importance of humanitarian notification mechanisms to protect UN facilities and other humanitarian posts and to ensure the movement of aid convoys;

Respect and protect, in accordance with international humanitarian law, “all medical personnel and humanitarian personnel engaged exclusively in medical tasks, their transport and equipment, and hospitals and other medical facilities”;

Stresses the importance of avoiding repercussions in the region and, in this context, “calls on all parties to exercise the greatest possible restraint and calls on all those who have influence over them to work to achieve this objective”;

The decision to “continue to deal with the topic.”

The document was rejected by the USA protested the lack of mention of Israel’s right to defend itself against Hamas attacks.

This was argued by the US Ambassador to the United Nations, Linda ThomasGreenfield his country is “disappointed” because the text does not mention Israel’s right to selfdefense.

Since the United States is a permanent member of the Security Council, the country has veto power and uses this prerogative, making the proposal put forward by Brazil unfeasible.

Apart from the USA, no other country voted against the Brazilian proposal. Twelve countries, including China, voted in favor of the text. They were:

Japan;
Malta;
Mozambique
Switzerland and
United Arab Emirates

Two countries Russia and the United Kingdom abstained.

Biden promises support for Israel

On this occasion, Biden also guaranteed financial support of $100 million in humanitarian assistance to Gaza.

During a visit to Israel this Wednesday, the American president met with Israeli Prime Minister Benjamin Netanyahu and expressed his support for the Israeli government.

The American also endorsed the Israeli version of the attack on a Gaza hospital that killed nearly 500 people, according to the Palestinian Health Ministry. According to Biden, the attack “appears to have been the work of the other side.”
