The draft, the content of which was coordinated by Brazilian diplomacy, would be the UN body’s first formal statement in the face of the new conflict in the Middle East.
The document called for condemnation of Hamas’ terrorist attacks and, without mentioning Israel, called for an end to the blockade of Gaza.
The proposal was divided into 11 points, which asked:
The document was rejected by the USA protested the lack of mention of Israel’s right to defend itself against Hamas attacks.
This was argued by the US Ambassador to the United Nations, Linda ThomasGreenfield his country is “disappointed” because the text does not mention Israel’s right to selfdefense.
Since the United States is a permanent member of the Security Council, the country has veto power and uses this prerogative, making the proposal put forward by Brazil unfeasible.

Apart from the USA, no other country voted against the Brazilian proposal. Twelve countries, including China, voted in favor of the text. They were:

- China;
- France
- Albania;
- Ecuador;
- Gabon;
- Ghana;
- Japan;
- Malta;
- Mozambique
- Switzerland and
- United Arab Emirates
Two countries Russia and the United Kingdom abstained.
Biden promises support for Israel
On this occasion, Biden also guaranteed financial support of $100 million in humanitarian assistance to Gaza.
During a visit to Israel this Wednesday, the American president met with Israeli Prime Minister Benjamin Netanyahu and expressed his support for the Israeli government.
The American also endorsed the Israeli version of the attack on a Gaza hospital that killed nearly 500 people, according to the Palestinian Health Ministry. According to Biden, the attack “appears to have been the work of the other side.”
