This very current legacy, he said at the ceremony at the Government Palace presided over by the heads of state of Peru, Dina Bokuarte, and Ecuador, Guillermo Lasso, coincides with the external vision of the Brazilian government of President Lula Da Silva.
He added: “When states choose the path of dialogue, the conditions for development, prosperity, inclusion and tolerance are created, enabling the next generations to look to the future with confidence and optimism.”
Vieira pointed out that President Lula repeatedly emphasizes that “the approach to understanding between our countries is crucial to building a peaceful, united and active South America in the world.”
He stressed that these are the axes of the Brasilia Consensus that emerged from the summit of South American leaders last May and are essential components of his government’s foreign policy.
He added that the Brasilia Peace Accords of October 26, 1998 represent a reaffirmation of our vocation for a solidarity-based peace based on the legitimate aspirations and wishes of our people.
The Brazilian Foreign Minister said that these agreements represented the culmination of the diplomatic effort initiated by the Peru-Ecuador border protocol of January 1942, of which Brazil, Argentina, Chile and the United States were guarantors and accompanied the negotiations in their capacity.
He emphasized the goal of revitalizing and consolidating South American unity “as a region of peace and cooperation, dialogue and respect for the diversity of our peoples; is committed to democracy and human rights, sustainable development, social justice, the rule of law and institutional stability.”
He added that in a scenario of multiple challenges to international peace and security, the South can play a key role on the global stage by promoting unconditional support for peace and rejection of the use of force.
For Vieira, such a role is necessary at a time of international conflict that is leading to a significant escalation of violence and humanitarian crises in the world.
In such a context, “it is more important than ever that we act with determination and solidarity to build bridges, promote dialogue and prioritize diplomatic channels to resolve conflicts.”
