The UN General Assembly approved the draft resolution presented by Jordan on behalf of the Arab states, which focuses on the ceasefire in Gaza to ensure the entry of aid and prevent forced displacement (ISRAEL-HAMAS WAR: THE SPECIAL – UPDATES). The text, which has no binding value, received 120 votes in favour, 14 against (including the USA and Israel) and 45 abstentions (including Italy). The latest version of the draft – which never mentions Hamas – calls for (instead of a ceasefire) an “immediate, permanent and prolonged humanitarian ceasefire” leading to a cessation of hostilities, and calls on all parties to fulfill their commitments immediately and to fully comply with international law, particularly with regard to the protection of the civilian population.” Israel’s anger: “Today is a day that will go down in history in shame, a dark day for the UN, which no longer has a shred of relevance or legitimacy.” Ambassador Gilad Erdan called the resolution “ridiculous” and asked his interlocutors: “Why are you defending murderers, terrorists who behead children?”

What the draft says

The draft calls for the “immediate, continuous and unimpeded provision of essential goods and services to civilians throughout the Gaza Strip and promotes the establishment of humanitarian corridors and other initiatives to facilitate the delivery of aid.” It then calls for the “revocation of the Israeli order for the evacuation of Palestinians from the north of the Gaza Strip” and firmly rejects any attempt to force the resettlement of the Palestinian civilian population. Finally, it calls for “the immediate and unconditional release of all illegally detained civilians.” The document from the USA was repeatedly told that the text not only contained the word “Hamas”, but not even “hostages”. Canada had proposed an amendment (with US support) to add to the text a direct condemnation of the Hamas attack and a call for the “immediate and unconditional release” of the hostages. But the General Assembly rejected it. 88 countries voted in favor, 55 against and 23 abstained.

Votes against and abstentions

In addition to the USA and Israel, Croatia, Fiji, Czechoslovakia, Guatemala, Hungary, the Marshall Islands, Micronesia, Nauru, Tonga, Papua New Guinea and Paraguay also voted against the text. In addition to Italy, the 45 abstentions included Germany, Bulgaria, Finland, Greece, Japan, South Korea, Ukraine, Great Britain, Slovakia and Tunisia. A two-thirds majority of the votes present and voting (abstentions do not count) of the 193 member states was required for adoption.
