To obtain such a weapon in Canada, you must first complete the Canadian Firearms Safety Course offered by the Quebec Federation of Hunters and Fishermen. You will then need to submit a form which will be reviewed by the Royal Canadian Mounted Police (RCMP). It is this police who approves the request or not.

At Richard Martineau’s microphone, Quebecor Bureau of Investigation journalist Jean-François Cloutier discusses Adil Charkaoui’s controversial comments, via QUB radio:
However, in 2003, the Supreme Court of Canada issued a security clearance against Mr. Charkaoui. At the time, he was suspected of being a sleeper agent for the al-Qaeda terrorist group responsible for the September 11, 2001, attacks. He is arrested and subsequently imprisoned for 21 months. Mr. Charkaoui takes his case to court, which results in his release, albeit under strict conditions.
Despite this difficult history, the RCMP does not appear to have blocked his application to own and purchase firearms. Police refuse to comment specifically on the case of Mr. Charkaoui or any other Canadian for whom a security certificate has been issued, asserting that “all requests are subject to strict scrutiny.”
