The United Nations Development Program (UNDP) reported on Sunday that there were “a significant number of dead and injured” in a bomb attack late Saturday at its headquarters in Gaza City, home to hundreds of displaced Palestinians. “The tragedy of deaths and injuries in this conflict must end. Civilians and civilian infrastructure, as well as the inviolability of the UN headquarters, must be respected at all times,” the UNDP said in a statement. He pointed out that the UN staff left the headquarters on October 13, when they were all evacuated from the area. “International law, including the principles of proportionality and precaution, must be respected,” he said.
