The conflict between Israel and the extremist group Hamas has attracted the attention of the press and international bodies since the beginning of October. Amid the conflict in the Middle East, the 20monthold war between Ukraine and Russia faded into the background.
As winter approaches in Europe, Kiev and its allies fear that Vladimir Putin’s forces will once again step up attacks on Ukrainian power plants, as happened last year.
Just this month, Ukraine experienced its largest offensive since the beginning of the year. At that time, Russia bombed another 118 locations in ten regions, including cities and villages.

The CommanderinChief of the Armed Forces of Ukraine Valery Zaluzhny acknowledged that the conflict was at an impasse and stated that he did not expect any major progress in the confrontation situation in the coming months. “Just like in the First World War, we have reached a level of technology that is leading us to a dead end,” he reflected in an interview with The Economist newspaper. The general signals suggest that a major technological leap would be necessary for the conflict to progress. “There probably won’t be a deep, beautiful breakthrough.”
On the Russian side, Kremlin spokesman Dmitry Peskov denied that there was a standoff and reiterated that troops would continue to advance on Ukrainian territory. Even if the negotiations do not fail, the offensives on both sides continue.

US support
Authorities believe Ukraine may lose the war if support from allied countries, particularly the United States, declines. In October, US President Joe Biden sent a request for $106 billion in aid to the US Congress, with $61 billion earmarked for Ukraine. The package would also be used to fund operations in Israel. The Democrat argued that financial support to these countries is a matter of US national security.
“It’s a smart investment that will pay dividends for American security for generations,” Biden said. “Help us keep American troops out of danger. Help us create a world that is safer, more peaceful and more prosperous for our children and grandchildren,” he added.
US Defense Secretary Lloyd Austin reiterated that if the country stops supporting Ukraine, the Kremlin “will only become stronger and successfully do what it wants.” However, the American Congress prioritized voting on another resource package for Israel.
Mike Johnson, President of the US Congress, argued that while the country “cannot allow Vladimir Putin to win in Ukraine, we must support our important ally in the Middle East, namely Israel.”
UN action
As one of the most important mechanisms for resolving conflicts between countries, the United Nations (UN) Security Council came to the fore in view of the explosive conflicts in Eastern Europe and the Middle East.
However, the body was not enough to stop the escalation of the war between Russia and Ukraine, despite the UN General Assembly passing a resolution against Moscow and Putin in February this year. The document did not reach any major dimensions because the Security Council is the only UN body authorized to adopt binding resolutions. On the other hand, the General Assembly passes resolutions that are only of a recommendatory nature.
The Security Council was created at the founding of the United Nations in 1946. The body consists of 15 members of the United Nations. Only China, France, Russia, the United Kingdom and the United States are permanent countries that were the great victors of World War II.
During a speech to the panel, Ukrainian President Volodymyr Zelensky criticized the organization for its inability to mediate the conflict. The leader defended that Russia was no longer a permanent member and would therefore lose its veto power. “It is impossible to stop the war because all actions will ultimately be rejected by the aggressor,” he argued.
Permanent members of the Security Council have the right to exercise an absolute veto over a proposal regardless of the outcome of the vote. The same difficulty was recently demonstrated in the adoption of resolutions on the war between Israel and Hamas.
