Putin told a virtual G20 summit that some participants were shocked by Russia’s continued aggression in Ukraine. He emphasized that we need to think about how this “tragedy” can be brought to an end. Putin also used the word “war” in his remarks and not – as is customary – the term “special military operation”. The Russian President stressed that his country never rejected peace negotiations with Ukraine.

Russia attacked Ukraine in February 2022 and still occupies about a fifth of Ukrainian territory. To date, Ukraine has always made the withdrawal of Russian troops a condition for negotiations.
