In the complex justice system of Buckingham County, North Carolina, 31yearold Chelsea Steiniger defies statistics by earning the title of “most incarcerated woman in the world.” With 63 arrests to her credit, she recently returned to prison to face 24 new charges ranging from identity theft to drug possession.

Buckingham County Court once again found Chelsea within its walls, this time to deal with a number of different charges. Between handcuffs and shackles, the woman described by the Daily Progress as “jovial” faced the judge in an atmosphere that has become familiar to her.

In October, the court in Albemarle, also in North Carolina, witnessed a similar scenario against Chelsea, where the judge suspended some sentences but imposed a 30day prison sentence for drunk driving.

Chelsea’s criminal history is remarkably extensive, as shown in a state database listing his 63 arrests. “His number of arrests exceeds anyone I have ever heard of,” local attorney Scott Goodman commented to The Daily Progress.
