By quarantining Bill 15 and broadcasting a video on Sunday in which minister Christian Dubé praises his reform, the Legault government has “put all its eggs in one basket,” argues political scientist Marc-André Leclerc.

“It is clear that Mr. Dubé was fed up. He really wanted his bill to be implemented after the holidays,” he explained on TVA Nouvelles.

With the promise of a network that meets the needs of Quebecers, the health minister has set the bar high, says Mr. Leclerc.

“These are great expectations. So with great power comes great responsibility. And with the video, Mr. Dubé has just raised the expectations that people can have on site this evening,” emphasizes the analyst.

The government's aim is to calm the heated local mood and bring the CAQ back into public opinion.

“Since things are going badly in the polls, we definitely want there to be improvements by 2026, for the next election campaign. They feel like they don't have a minute to lose. That’s why they banned Bill 15,” says Marc-André Leclerc.
