Two Egyptian security sources said on Sunday that Israel and Hamas were open to a new ceasefire and the release of hostages, although there was still disagreement over how to implement it.
Egypt and Qatar, which have already been negotiating a weeklong ceasefire and the release of hostages, insisted on speeding up aid and opening the Kerem Shalom border crossing between Israel and Gaza before negotiations could begin, the sources said.
Although the border crossing is open, they said aid is being delayed by inspections and has not yet arrived in Gaza.
Hopes for peace were raised on Saturday when a source said Israel's intelligence chief spoke to Qatar's prime minister on Friday.
Hamas insists on unilaterally drawing up the list of hostages to be released and demands that Israeli forces withdraw behind predetermined lines, the sources told Portal.
Although Israel agreed to Hamas' creation of the list, the sources said the country demanded a timeline and preview of the list before determining the timing and duration of the ceasefire.
Israel refuses to withdraw, the sources added.
