The Mayor of Barcelona, Jaume Collboni, has signed the decree extending the municipal accounts. “If you do not have an approved budget, you must sign the extension accordingly. I already did it last week. I hope that the city will have the majority of the budget at its disposal by spring of next year at the latest,” said Collboni on Thursday.
Last June, the PSC formed a government with just 10 of the 41 council members that make up the full council. In October, the full opposition voted: Junts (11 city councilors), Commons (9), ERC (5), PP (4) and Vox (2) voted against the draft tax regulations in the city council's economic commission. The PSK removed the item from the agenda at the last minute so that the budget plans would not also be overturned. Since then, Collboni members have held various meetings to gain support for the accounts' approval. In fact, they could agree with the consent of the Junts' 11 councilors or with the vote of the House of Commons plus two councillors. This was not possible and Barcelona will start the year without the approved budgets.
One of the obstacles that the PSC has encountered is that the negotiations on the approval of the budget plans – as demanded by the opposition – are linked to a possible coalition government pact. Collboni now hopes to gain time to reach an agreement either with Junts or with Comuns and ERC. The border, spring.
The problem that the socialists now face is that some of the actions and works announced are not budgeted, so they will either be delayed or require the implementation of surgical political agreements. Collboni is aware of this burden and intends to sign the balance sheet in the first quarter of 2024 so as not to jeopardize the essential measures.
The PSC's first deputy mayor, Laia Bonet, warned Ada Colau in the last plenary session of the year – after the mayor put a veiled disapproval of Collboni's management to the vote – that the Commons with the opposition would “boycott this possibility”. that Barcelona has a future government formed by a left-wing coalition.” The disapproval came with the only positive votes from the Commons and Junts. The two formations are negotiating with the PSC about a government coalition.
