The Bureau of Independent Investigations (BEI) opened an investigation after the Sûreté du Québec took action against a suicidal person who had been seriously injured.
The incident occurred at around 2:40 p.m. on Wednesday at Notre-Dame-des-Monts in Charlevoix. Provincial police then received a call regarding an armed individual expressing suicidal thoughts.
“When the police arrived, the person did not comply with police requests and fled on foot. The police are said to have unsuccessfully controlled the person with an electric shock weapon,” explains the BEI in a press release.
The police also allegedly used pepper spray to eventually handcuff the person in question. The latter was subsequently transported to hospital for treatment of serious injuries, but his condition is now considered stable.
The BEI deployed five investigators to investigate this incident and noted that it did not rely on the support services of another police force in this case.
“However, a parallel criminal investigation into the events that occurred has been entrusted to the Quebec City Police Department,” it said.
