Iran: Woman Flogged for “Attack on Public Morals”

The convict's lawyer, Maziar Tatati, said his client was arrested in April “for posting a photo without a veil on social networks.”

An Iranian woman received 74 lashes for “outraging public morals” and was fined for not wearing the Muslim veil, the judicial authority said.

Since the Islamic Revolution of 1979, wearing the veil in Iran has been mandatory for all women, including foreigners who have to hide their hair in public places.

“The convict, Roya Heshamti, despicably encouraged free movement (by going out) in busy places in Tehran,” judicial news agency Mizan Online said on Saturday evening. “His sentence of 74 lashes was carried out in accordance with the law and sharia” and “for violating public morals,” Mizan Online added.

The convicted woman's lawyer, Maziar Tatati, told the reformist newspaper Shargh that his client was arrested in April “for publishing a photo without a veil on social networks.” In recent months, more and more women have appeared in public places without veils, especially after the protest movement sparked by the death in custody in September 2022 of Mahsa Amini, who was arrested for violating the strict dress code.

Mr Tatati added that Ms Heshamti had also been fined “for not wearing a Muslim veil in public”. Faced with disobedience from women regarding the wearing of the veil, the authorities tried to toughen their tone by announcing more controls, particularly the use of cameras, and arresting actresses who posed on social networks without hijab.

In September, Parliament voted in favor of a bill that would increase penalties for people who violate the dress code.
