What does the FPF statement say about League 2 clubs?

“The FPF is hereby responsible for the organization and coordination of the national professional football championships of the first and second leagues as well as the reserves and the first division of the women's league (hereinafter “competitions”) through the professional football league since 2019,” the letter said.
