Well I would say yes, in Milan the voice actors are usually these…

So in Milan you can count the voice actors on the fingers of your hands.

Years ago there was a greater variety of anime voice actors in both Milan and Rome. Names like Massimiliano Alto, Stefano Crescentini, Stella Musy, Ilaria Latini, Massimiliano and Fabrizio Manfredi etc. in Rome and Lorenzo Scattorin, Simone D’Andrea, Roberta Laurenti, Dania Cericola and so on in Milan. Some can still be heard from time to time, but less frequently than before, while others have all but disappeared. Nowadays there is a tendency to use little-known voice actors; I’m not saying it’s wrong, yes it’s absolutely right to give space to the new generation, the generational change, but maybe it’s gone a bit too far in that direction and the quality has suffered. The voiceovers (from anime, but often also from movies and TV series) are good, but not as good as they were in the days of Evangelion, Cowboy Bebop, Death Note, Inuyasha, Code Geass, Gurren Lagann, Yu Yu Hakusho. And apart from adaptations and censorship, which, however, were not the fault of the voice actors (are there still people who think otherwise? I hope not), of the series that were broadcast on Italia 1.
There’s nothing particularly wrong with dubbing Bleach, but if it had been imported and dubbed when it was supposed to, it would most likely have had an “outstanding” cast.
Aside from the latest Evangelion Rebuild movie, Psycho Pass was the last anime to have a dub this good, although Giants, Steins, Gate, and One Punch Man are close.
