President Biden announced Wednesday that he would implement a series of executive measures focused on combating climate change.
Biden’s executive action comes after Sen. Joe Manchin, DW.Va., reportedly said he would not support a package containing provisions on energy and climate before the midterm elections, with his spokesman telling Fox News Digital that Manchin is “avoiding it.” “I want to take steps to add fuel to the inflationary fire.”
Executive actions include trying to “protect communities from extreme heat and dangerous climate impacts,” including $2.3 billion in funding for the Federal Emergency Management Agency’s Building Resilient Infrastructure and Communities program in 2022, which will Designed to help communities “grow resilience to heatwaves, droughts, wildfires, floods, hurricanes and other hazards by preparing before a disaster strikes,” the White House said.
Biden’s executive actions also include efforts to reduce cooling costs for communities suffering from extreme heat, as the White House issues guidance that will help states, tribes and territories fund community cooling centers and help people in their communities gain access to cooling devices.

In addition, the Biden administration will review potential Gulf of Mexico wind power projects proposed off the coast of Galveston, Texas, and off the coast of Lake Charles, Louisiana. The White House estimates the projects have the potential to provide “clean energy” to over three million homes.
Biden also directs the Secretary of the Interior to spur “clean energy development” off the coasts of Florida, Georgia, South Carolina and North Carolina to ensure “these Southeastern states can benefit from high-paying jobs in the burgeoning offshore wind industry.”

“This is an emergency — an emergency — and I’m going to take it that way,” Biden said. “I said last week I’m going to say it again, loud and clear. As President, if Congress does not act, I will use my executive powers to address climate change and the climate crisis.”
