Mexican authorities opened an investigation to establish responsibilities for the use of electric shocks with a taser gun by immigration officers in Chiapas state during an attempted arrest of a Cuban immigrant last March 28th.
The use of taser pistols is equipment that the National Institute for Migration (INM) does not include in its protocol of actionwhich led to the opening of an internal control file.
A video circulating on social media shows the moment four migration agents, three men and one woman, struggled with the victim, who resisted arrest until one of the agents allegedly applied electric shocks.
During the incident, the agents involved in the action were rebuked by several local residents who came to describe what had happened “Abuse of Authority”. The screams of the Cuban asking for “help” can also be heard in the images.
This was announced by the National Institute for Migration (INM), which reports to the Ministry of the Interior, in a statement on Tuesday Investigations initiated to determine responsibilitiesand that it gave the Internal Control Unit (OIC) visibility “regarding the actions of migration agents”.
The INM clarified “which does not include among its equipment or tools, or in its protocol of action, the use of electroshock devices of the kind apparently used by officials of the facility against the person in the context of mobility.”
He condemned and denounced “any unlawful act,” particularly when carried out or committed by a public authority.
“The INM does not tolerate acts contrary to the law, respects and protects the rights of migrants, so it will pay attention to the resolution issued by the OIC on the subject,” concludes the official note on the fact that the community Ciudad Hidalgo belongs to the municipality of Suchiate in the state of Chiapas in southeastern Mexico.
The director of the Center for Human Dignity in Tapachula, Luis Rey García Villagrán, indicated in testimonies collected by the EFE news agency that if the migrant disturbed order, such as If this is not the competent authority, the foreigner should have been made available to the competent authority because these arrests promote violence and hatred.
