A longtime former Clinton pollster said Wednesday it’s “clear” that President Joe Biden needs to shift his strategy to focus on what Americans care about as his poll numbers continue to hover in the low 40s.

Mark Penn, chairman and CEO of Stagwell Inc., told Fox News’ America’s Newsroom, “People question some of the competency.”

“This is a dire situation where the president needs to make a turn,” he added, claiming that Republicans edge Democrats by six points in “generic horse racing,” according to his company’s polls.

“So if they don’t make a pivot and double down like they seem to do all the time with the big taxes and spending[ing] Budget now then I think the polls will be realized,” Penn told host Dana Perino.

“This is their opportunity to know in advance and they are not making the changes that one would normally make to regain voter confidence.”

Prior to Stagwell, Penn co-founded polling firm PSB Research with Douglas Schoen. The group’s clients have included President Bill Clinton, Microsoft founder Bill Gates and British Prime Minister Tony Blair.

Penn was also chief strategist and pollster for Hillary Clinton’s 2008 presidential campaign.

After years of working as a Democratic pollster, Penn became a defense attorney for former President Donald Trump, opposing his impeachment, consulting on his presidential campaign and alleging a “deep state” conspiracy against him.

Biden’s average approval rating, based on multiple polls and pollsters, is around 41-42 percent. But a new poll by NBC News released Sunday shows Biden’s favor at the poll’s lowest level yet, with 40 percent approval.

The same NBC poll showed Biden’s approval of 43 percent in January, while his disapproval rose a percentage point from the previous poll to 55 percent now.

A FiveThirtyEight poll average drawn from multiple approval polls shows 41.5 percent approval as of March 30 and 52.9 percent disagreement.

Most Americans say the top issues they are concerned about in the midterms of 2022 are the economy, including inflation and rising gas prices — and only 33 percent of people polled by NBC say they care about the president’s performance on the issue approve, which is down 5 points from January.
