The President of Colombia, Gustavo Petro, this Thursday launched the Comprehensive Human Security Policy in order to achieve a definitive solution to the problems of violence in the territories through the articulation of public authority and civil institutions.

After the conclusion of his government’s first Security Council, held in Quibdó (Chocó), the President stressed that the powers of public authority were not capable of “finally solving the problems of violence in a region like Chocó”.
In this sense, the leader of the Historic Pact stressed the need for “a concept that we have defended and that we will now put into practice, namely the concept of human security”.

Petro added that this concept implies that the security councils “come not only from public power, but also from a range of institutions that, unarmed, can play a key role in resolving the violence in Chocó.”
According to this, the Head of State reiterated that the violence that has the young person as “protagonist, whether as a victim or as an aggressor” could be significantly reduced if there were much more attractive forms for the life of the young person or for the life of Chocó than illegal activities.
Accordingly, he indicated that security councils will be comprehensive in the interest of a concept of human security that identifies the multiple causes of crime, “many of which have to do with the social circumstances in which a population develops”.
Similarly, Petro announced the holding of a second Congress in the coming weeks, where “we can provide answers to these questions that we have raised” with “a comprehensive human security policy to pacify and restore life in the Chocó department.”
