The European Union has proposed sanctioning two of President Vladimir Putin’s daughters, a move that would add the Russian leader’s closest family members to a growing list of people being sanctioned, according to diplomats familiar with the plan To put pressure on Moscow over its invasion of Ukraine.

EU member states have yet to approve sanctions, which are part of dozens of newly proposed targeted travel bans and asset freezes targeting Russian businessmen, politicians, officials and their families.

EU officials gave details of more new sanctions earlier Tuesday. These include a ban on imports of Russian coal, restricting Russian road trucks and ships from accessing the bloc, restricting oligarchs and their families, and blocking some exports of high-tech machinery.

Mr. Putin does not speak publicly about his family. According to a compilation of Mr. Putin’s responses to questions posed by three authors, published in 2000 and entitled “First Person”, he has two daughters by his former wife. It is not known if Mr. Putin has any other children. and it has not been ascertained whether the daughters targeted by EU sanctions were those he publicly acknowledged. The couple said in 2013 their marriage was over.
