On Monday, security forces cordoned off an area east of Kharkiv to clear a series of small explosive devices strewn across residential streets. The head of Ukraine’s demining unit, Lieutenant Colonel Nikolai Ovcharuk, said the mines were time-detonated PTM-1M plastic mines and were widely used by Soviet forces in Afghanistan.

Cluster mines, such as PTM-1M mines, are prohibited under the Ottawa Convention on Anti-Personnel Mines because of the danger they pose to civilians. It was not possible to independently confirm which mines were in Kharkiv.
