About twenty complaints had been filed against the Floralies’ residences before a state investigation was launched last August. Since then, four employees have been fired and six disciplinary sanctions imposed.

“It is true that with hindsight we should have acted more quickly and intensified our interventions,” said Najia Hachimi-Idrissi, interim CEO of the CIUSSS de l’Ouest-de-l’Île-de-Montréal, at a news conference on Friday Morning.
Following worrying results, Michel Delamarre was commissioned by the Department of Health and Social Services (MSSS) on August 18 to investigate the CHSLD Floralies LaSalle and Floralies Lachine. At his request, the two residences were placed under guardianship by the Quebec government on September 1 for a period of 180 days.
His investigative report was released Thursday and highlighted the “deplorable” living conditions of seniors housed at the Floralies residences in Montreal. Upon examination, many residents were dehydrated, had untreated wounds, or showed signs of physical abuse.

In order to improve the condition of the dormitories, the report makes 21 recommendations, in particular the implementation of an action plan to improve the quality of care, the elimination of double occupancy in rooms for more privacy and the consolidation of the medical team.

She ensures that all residents have received a physical examination and that appropriate intervention plans have been drawn up for each of them. Training protocols were also introduced.
