The Institutional Revolutionary Party (PRI) faction member argued that this project represents a strategic move to improve the policies of the priority groups and ensure the inclusion of all their needs and perspectives.

This initiative is based on the need to provide legal certainty to persons with disabilities and to eliminate the possibility that the government’s failure to do so will result in the protection of their human rights being compromised.

She proposes that the program be prepared and published in the first quarter of the year following the inauguration of each administration at each of the three levels of government.

If the publication is not made within this period, the previous program will be considered ratified in terms of content, the regulations in force for the preparation of plans will also be observed and it will be subject to the preliminary consultation of people with disabilities and submitted to the organizations that support them.

Madrigal Hinojosa pointed out that the commitment is that the prior consultation of people with disabilities becomes a continuous mechanism through the presence of this group in the design and application of all actions affecting their rights.

He stressed that the law establishes the creation, monitoring and evaluation of the program as one of the duties of the National Council for the Development and Integration of People with Disabilities, a situation that has not occurred to date.
