The Milenio newspaper published today the extensive criminal record of this former official responsible for escalating violence in Mexico with the alleged war on drug trafficking waged by García Luna in favor of the Sinaloa cartel for which he worked.
According to the newspaper, in whose meetings there is all sorts of evidence, there are cases of human rights abuses and enforced disappearances during and after his tenure, although the trial in the United States focuses on his relationship with organized crime, so they are asking for a life sentence.
However, New York prosecutors have investigated the stories of the other “super police” victims, such as the case of former federal police commander Javier Herrera Valles, who revealed to Milenio that he had worked with US officials forming the case against Garcia Luna.
Between 2007 and 2012 alone, when he served as the iron hand of then-President Felipe Calderón Hinojosa, García Luna and his police force received 44 recommendations from the National Human Rights Commission.
An investigation by Milenio, based on the agency’s files and annually released reports, in 2007 there were four charges, in 2008 five were filed, in 2009 the number dropped to three, while in 2010 – when the war against drug trafficking was intensified and with the agent – eight files were opened. By 2011, it shot up to 15, which was the year with the highest number of violations, and nine were recorded by the end of the six-year tenure.
It adds that the contents of the files show that García Luna commanded a federal police battalion that used torture, human rights abuses, assemblies and even assassinations, a practice that created a trail of terror and distrust in the country, so much so that President Enrique Peña Nieto (2012-2018) ordered the abolition of the Ministry of Public Security.
Before the disappearance of the 43 students in Ayotzinapa, the defendant had already been charged with abuse against the normalists and on December 12, 2011 his subordinates murdered two students on a highway in Guerrero state.
That day there was a demonstration attended by about 300 students from the Raúl Isidro Burgos Rural Normal School, accompanied by other groups who arrived in several buses to demonstrate on the national road number 95, known as the Autopista del Sol.
