Last summer Pakistan experienced the worst flooding in its history. It was an electric shock to part of the international community. This catastrophe put the question of the costs of the consequences of the climate crisis back at the center of discussions at the last world climate conference COP27. And this led to the creation of a special “losses and damages” fund to provide financial assistance to the countries affected by these irreversible damages due to climate change.
The issue is all the more sensitive as the countries most at risk are often the poorest, while on the contrary it is the richest that have emitted the most greenhouse gases and are mainly responsible for the current disruption.
Who finances the reparations after climate catastrophes, which will happen again and again in the future? Why does the subject oppose the countries of the north to the countries of the south? And what is climate debt?
