Access to Culture | QS offers $200 annual pass for teens

(Montreal) Québec Solidaire (QS) is proposing the creation of a $200-a-year passport that would give all Quebecers ages 13-18 greater access to Quebec culture.

The initiative, called Passe-Culture, could be used to pay for access to artistic practice, musical or performing arts performances such as theatre, dance and circus, digital platforms in Quebec, museums or cinemas, and books and comics in bookstores.

Quebec Solidarity culture director Ruba Ghazal believes the best way to promote Quebec culture is to get young people to like it. She believes that they should be encouraged to consume more Quebec cultural goods outside of school, regardless of their parents’ financial means.

Ms Ghazal points out that at the beginning of secondary school one begins to develop a personal taste and curiosity about the outside world; He thinks this is the best time to give them a Passe-Culture gift that encourages them to reach out to Quebec artists.

Ruba Ghazal says she was inspired by similar initiatives in countries like France, Spain and Germany.

The Mercier member observes that platforms are flooding Quebec with often foreign content. She therefore also proposes to put pressure on the web giants to force them to include more Quebec content on their platforms.

He believes that financial incentives such as passe culture would allow young people to engage with Quebec culture and stay connected to it in a sustainable way.
