A Cameroonian who immigrated to Quebec near Victoriaville in 2020 is experiencing moments of fear. Although she trained to be a beneficiary caregiver here in Quebec, she probably won’t be able to work in this environment. She now fears having to leave the country by the end of the month.
When Rosette Pangam arrived in 2020, she dreamed of becoming a nurse, just like her sister Calixte, who had emigrated to Quebec a few years earlier. Excessive education costs prevented Rosette from realizing her dream. Instead, last August she opted for accelerated training to become a beneficiary caregiver. According to her statement, her lessons cost more than $15,000.

Accelerated training ends on June 14th, while the Rosette study permit ends a few days later on June 26th. The Cameroonian, who now works as a service assistant at the Victoriaville Hospital, has therefore applied for a work permit.
“I can’t get the open work permit because my training is 870 hours, not 900 hours.” [tel que demandé]”explains the young woman.
The other option available to the young woman is a closed work permit, the application for which must be submitted to the employer, in this case the CIUSSS de la Mauricie-Centre-du-Québec. According to Rosette, however, this request was not granted because the CIUSSS does not hire any supervisors internationally.

“I sacrificed myself. My sister too. I feel good and healthy. That’s what bothers me because I want to keep going. I want to get my permanent residency and study nursing […] I was educated in Quebec, I think I have the right to work in Quebec,” says the young woman emotionally.
The CIUSSS MCQ did not wish to grant an interview for reasons of confidentiality and cannot comment on this particular file. In a letter, the organization said: ‘In cooperation with vocational training centres, we carry out numerous training courses for future beneficiaries.
The response from the population and our internal resources who want to further develop their skills is positive. Given the scale of international recruitment moves, our efforts are currently more focused on specific job titles, such as Nursing.”
The organization’s role is to ensure that the work permit is compliant and “to support the applicant by providing them with all the information appropriate to their situation.” [en le référant] has the right resources to take the necessary steps himself.”
It is also impossible to turn to the private sector. Many employers require proof of diploma, explains Rosette Pangam. She will receive it on June 14th. From that point on until the end of his study permit he only had 12 days left. Rosette’s sister Calixte, who supports her efforts, fears her sister will have to leave Quebec in 19 days: “It makes me so stressed. I see we are at the beginning. Our efforts failed.”
