“He will join our partners in imposing further sanctions on Russia and strengthening existing sanctions to address circumvention and ensure robust enforcement,” Sullivan told reporters during a news conference.

Sullivan declined to provide details about specific sanctions and said he would not pre-empt the announcement, which would be made in conjunction with U.S. allies on Thursday.

However, he stressed that the measures would include enforcing the current sanctions by “ensuring that there are concerted efforts to counter circumvention, sanction-busting and any attempt by a country to help Russia to, in essence, undermine the sanctions.” weaken or circumvent”.

Biden is scheduled to attend an emergency NATO meeting, meet with the other leaders of the Group of Seven (G-7) and address a European Council summit in Brussels on Thursday. He will also travel to Poland and meet with Polish President Andrzej Duda the next day.

Sullivan also said Biden would announce a new joint action to improve Europe’s energy security, as well as new US contributions to a humanitarian response to Russia’s war in Ukraine. Millions of Ukrainians fled their homeland during the war, many of them migrating to neighboring Poland. It is unclear whether Biden will meet with refugees during his visit to Poland on Friday.

The US and its allies have already sanctioned Russia over its invasion of Ukraine, which began almost four weeks ago. These measures include sanctions against Russian banks and oligarchs and the removal of some Russian banks from the SWIFT international banking system.

Biden has also banned domestic Russian oil and gas imports, a move in which Europe did not participate because of its reliance on Russian energy.
