Biden continued his outreach to allies via secure video conference call from the White House on Tuesday morning, as Russia said on Tuesday that the “next phase” of the war was underway in Ukraine, unleashing a full-scale attack on key areas in the east

The Post’s Amy B. Wang reports that Biden’s call included 11 other world leaders: Canadian Prime Minister Justin Trudeau, European Commission President Ursula von der Leyen, European Council President Charles Michel, French President Emmanuel Macron, German Chancellor Olaf Scholz, Italian Prime Minister Mario Draghi, Japanese Prime Minister Fumio Kishida, NATO Secretary General Jens Stoltenberg, Polish President Andrzej Duda, Romanian President Klaus Iohannis and British Prime Minister Boris Johnson.

“Leaders reiterated their commitment to continue providing security, economic and humanitarian assistance to Ukraine in times of need,” White House press secretary Jen Psaki told reporters aboard Air Force One after the meeting concluded . “The leaders reiterated their solidarity with the Ukrainian people and condemned the humanitarian suffering caused by the unprovoked and unjustified invasion of Russia.”

Psaki said Monday that the Biden administration was considering additional sanctions on Russia, an issue leaders were discussing Tuesday, according to the White House.
