In a video that first aired on LCN late Sunday afternoon, Health Minister Christian Dubé addressed Quebecers to explain why he wanted to move forward with his Bill 15.

“We have given ourselves a new tool to make our health and social services much more humane and efficient,” he says right at the beginning.
Mr. Dubé also points out that numerous health experts and numerous reports were consulted when drafting the bill.
“We put our vision on paper with our health plan,” he adds. One of the important elements of the health plan was the revision of the Health and Human Services Act. That's why with Bill 15 we really get to the heart of the health system problem, to make it more efficient, but also to respect the commitment we made. We do it for the patient and for the staff.”
Quebecers can expect several changes in the coming months that will be felt on the ground.
“The creation of Santé Québec will bring many changes and the commitment I make today is to carry out this transformation gradually and with the necessary transparency so that you can be confident in the coming months,” says the minister.
Bill 15 was conditionally approved early Saturday morning after around 15 hours of discussions in the National Assembly.
