BEIJING, March 22, 2023 /PRNewswire/ — China-Russia relations gained substance as a new chapter in bilateral ties opened after Chinese President Xi Jinping arrived in Moscow on Monday to meet his Russian, Vladimir Putin.

Hailing the visit as “a journey of friendship, cooperation and peace”, Xi said ahead of the trip that the aim was to work with Putin on “a new vision, a new plan and new measures” for the growth of the comprehensive strategy to develop partnership between China and Russia in the coming years.

The two leaders held a “frank and fruitful” dialogue on Tuesday and signed joint declarations aimed at strengthening the overall Sino-Russian partnership and deepening cooperation in investment, energy and other fields.

The agreements are based on productive results achieved over years of extensive cooperation. Trade between China and Russia has expanded significantly: by 2022, trade volume in both directions will reach $190 billion, a 116% increase from a decade ago. Meanwhile, bilateral cooperation in scientific and technological innovation, cross-border e-commerce and other emerging fields has developed strong momentum.

Strengthening mutual trust

Xi’s trip to Russia is the ninth since he was elected China’s president 10 years ago. In a signed article published by Russian media, he said there was “a clear historical rationale and a strong internal driving force for the growth of Sino-Russian relations”.

Over the past decade, China and Russia have solidified the mutual political trust that stems from both countries’ commitments to no alliance, no confrontation, no third parties in the development of their ties. The two sides also share the vision of lasting friendship and mutually beneficial cooperation, and strongly support each other to pursue a development path that suits their respective national realities.

In his meeting with Putin, Xi noted that Russia is also the first country he has visited as president and that he and his Russian counterpart have been in close contact over the past 10 years. These high-level talks, which included drawing up cooperation plans and timely communication on international issues, played a strategic role in forging Sino-Russian ties, Xi said.

In March 2013, XI spoke about the concept of building a community with a common future for humanity in a speech at the Moscow State Institute of International Relations. Since then, he has proposed a series of initiatives to promote global peace and development in the context of increasing interconnectedness.

According to Xi’s proposed Global Security Initiative, China’s stance on the Ukraine crisis calls for a political solution to resolve the conflict. During his trip, Xi reiterated China’s “impartial and objective” stance. Putin, for his part, praised China’s efforts to press for peace and said Russia was committed to resuming peace talks.
