With this initiative, it tries to implement the priority tasks to make a reality the proposals put forward by the citizens in the binding dialogues and defined in the National Development Plan 2022-2026.

Developed throughout the national territory during the four years of its administration, Gobierno Escucha is divided into three phases, each of which is implemented under a fundamental pillar: Listening, Execution and Response.

According to the Presidency, in the initial phase of “Listen” the national territory will be visited to receive the proposals and concerns of the communities identified in the first phase of the regional dialogues.

Any government agency responsible for the problem has a responsibility within its responsibilities to provide a solution.

In the second phase, called Execute, the government will also be present in the regions with programs and investments according to the needs and suggestions of the community.

In the last phase, “Respond Complying”, there will be a regional tour with the different government departments with actions to demonstrate the benefits of the dialogue conducted during the first two phases.

On that day, in the island region, the Head of State, accompanied by various ministers, high-ranking officials, local authorities and community representatives, underlined the importance of establishing a center of excellence for higher education in the Caribbean.

«A multilingual University of the Caribbean, in San Andrés, for its youth and for the youth of the entire Caribbean. A center of excellence could generate knowledge and cultural tourism,” he said.

Likewise, the President highlighted the potential of the archipelago for the development of clean energy from the sun.

“Though the winds are blowing, I believe this island could be the first experiment in solar energy. The island has the potential to derive its energy from the sun, even from the tides, and that must be a priority. We need to set up a pilot program here,” said the President.

The ruler pointed to other issues such as desalination of seawater to make drinking water cheaper; the development of fisheries, food sustainability and the need to encourage cultivation.
