Dilma Rousseff receives Nicolás Maduro at Brics Bank in Shanghai

The Venezuelan president hugged the PT member and said he was a “partner” of the financial institution; will stay in China for 6 days

The President of NDB (New Development Bank, her acronym in English) or Brics Bank, Dilma Rousseff (PT), received Venezuelan President Nicolás Maduro this Sunday (September 10, 2023) at the institution’s headquarters in Shanghai (China).

The chief executive described the meeting as “extraordinary” and praised the Brics (block made up of Brazil, Russia, India, China and South Africa). “In Venezuela [o banco] has a partner, an ally and a friend,” he wrote in his profile on X (formerly Twitter).

The former president of Brazil greeted Maduro with a hug and a handshake. They then attended a meeting attended by bank representatives and members of the Venezuelan delegation to China.

Maduro said he wants to strengthen his country’s ties with the bank to enable more digital transactions and get new forms of funding for Venezuela.

The president also shared a promotional video of his meeting with Dilma. The images show that they spoke in the corridors of the NDB and were received by the country’s press before the meeting began.

Maduro came to Brazil in 2015 for the former president’s inauguration. He then returned to Brasília in 2023 to meet with Luiz Inácio Lula da Silva (PT) in May. During the government of Jair Bolsonaro (PL), Venezuelans were banned from entering the country.

Maduro arrived in the Asian country on Friday (September 8, 2023) for a sixday trip. The aim is to strengthen bilateral relations. He traveled to China during the week of the G20 summit a group bringing together the world’s major economies and the European Union being held in New Delhi, India.

Venezuela lives under an autocracy led by Nicolás Maduro Moros, 60 years old. There is no freedom of the press. People can be arrested for “political crimes.” The OAS released a report on the “illegitimate appointment” of the National Electoral Council. The InterAmerican Commission on Human Rights reported violations in October 2022, November 2022 and March 2023.
