3:13 p.m.: A pro-Russian official was injured in an explosion in Luhansk, in the occupied eastern territories. Acting Interior Minister Igor Kornet was hospitalized in a stable condition, according to the Russian agency RIA Novosti (in Russian). The local authorities assume an attack in a hair salon in the city center. According to an initial assessment, five people were injured, three of them in serious condition.

11:23 am: Wagner Group founder Yevgeny Prigoyine has made a proposal to Kiev, writes The Washington Post (in English), citing anonymous sources. He would have promised to provide information on Russian military positions in exchange for a Ukrainian withdrawal from Bachmout. Ukrainian President Volodymyr Zelenskyy did not comment on the information. Evguéni Prigojine denied this this morning.
