3:13 p.m.: A pro-Russian official was injured in an explosion in Luhansk, in the occupied eastern territories. Acting Interior Minister Igor Kornet was hospitalized in a stable condition, according to the Russian agency RIA Novosti (in Russian). 2:18 p.m .: The Kremlin denounces Emmanuel Macron’s “misunderstanding” of Moscow-Beijing relations. “This approach is absolutely wrong and results from a completely wrong understanding of the nature of what is happening” between the two powers.

In an interview with L’Opinion, the head of state said that Russia had already “geopolitically lost” the war in Ukraine and was in a “form of vassalization towards China”.

1:44 p.m.: Vladimir Putin has signed a decree to simplify the naturalization of foreigners who have served in the Russian army. These are soldiers who have signed at least a one-year contract. In September, the previous version of the decree also required having taken part in the fighting for at least six months.

11:23 am: Wagner Group founder Yevgeny Prigoyine has made a proposal to Kiev, writes The Washington Post (in English), citing anonymous sources. He would have promised to provide information on Russian military positions in exchange for a Ukrainian withdrawal from Bachmout. Ukrainian President Volodymyr Zelenskyy did not comment on the information. Evguéni Prigojine denied this this morning.
