About sixty citizens gathered on Saturday at the intersection of Sainte-Anne and François-De Laval boulevards to express their desire for the Quebec government to initiate the start of the fourth phase of the Samuel-De Champlain Promenade.
With the third link motorway section now abandoned, the Table Citoyenne Littoral Est (TCLE) believes it is high time to convert the Dufferin-Montmorency motorway into an urban boulevard and complete the IV Promenade Samuel -De Champlain be initiated .
Quebec City opposition leader Claude Villeneuve sat in the front row of this demonstration. In addition, he did not hesitate to denounce the inaction of Geneviève Guilbault’s ministry.
“It’s a project that’s practically unanimous, but we don’t have a response from the Department of Transport. “It’s like they’re paralyzed by the failure of the third link,” says Mr. Villeneuve.
“The attention has been on the third link for several years and there is no other project. It’s time something happened,” he added.
“The government now has to make a decision. Either he implements Phase IV and leaves the population with a legacy that will cherish for decades, or he does nothing, but he will have to justify his inaction if more accidents happen, because it will happen,” says Patrick Albert, Vice President of the TCLE , who described the crossing as “prone to accidents”.
